While labor costs play an important role in the decisions to develop this type of production in CEE, it is the high level and a particular kind of labor flexibility described above that has led to its development and location in CEE at the periphery of the European car production system. Such labor flexibility could hardly be achieved in Western Europe given its existing labor laws and strength of its labor unions. The emphasis on labor flexibility rather than overall production costs, combined with low production volumes, also explains why foreign car makers in this type of production have not been so eager to establish strong supplier links within CEE and why embeddedness of their operations has been low compared with the mass production of small passenger cars.
